Can I address “unlisted apps” within the ABM?

Are you referring to applications developed by the third party, do you know why the app is unlisted?
Unlisted apps are a new category Apple created earlier this year to address B2B apps that need to be broadly distributed but should not be easily discoverable in the App Store. This workflow replaces redemption code scenarios based on my understanding.
Unlisted apps are supposed to be consumable in ABM like any other app but you need to know the URL to find it.

You can retrieve the app ID based on the app bundle/name and then search for it
