When attempting to sign up for a Windows Dev Centre account with Azure AD credentials the following error message is displayed, even if using a Global Administrator account.
Follow the process below in order to link your Dev Centre account with your Azure Credentials

Create a new live.com account that you will use to sign up for a Dev Centre account https://signup.live.com/

Go to Register as an app developer – Windows app development | Microsoft Developer and create a new Dev Centre Company Account using your newly created live account

Once the account is created on the Dev Centre website go into Dashboard → Account Settings → Manage Users → Associate Azure AD with your Dev Centre account

Login with your Azure AD Global Administrator account in order to complete the association

Now you can add users or groups from your Azure AD into your Dev Centre account
