If you are looking at deploying MobileIron in MAM only mode and don’t require the extra control over the device you are able to set an Android Quick Setup policy to not require the Device Administrator permissions on the device.
You can do this by going to Policies > Add New > Android Quick Setup and un-ticking the Device Administrator option.
